Terry Mulder, the Victorian Minister of Transport recently hands out three certificates to African women, graduate of the RoadStart program which assists some disadvantaged members of the African-australian communities in the Mooney Valley area (Flemington and surroundings) to learn to drive and obtain their driving licence.
